Deloitte's 2026 State of AI in the Enterprise sorts companies into three levels, and the split is close to even. Deep transformation, meaning new products or reinvented core processes: 34 percent. Process redesign, rebuilding key workflows around AI: 30 percent. Surface-level deployment, tools added with little process change: 37 percent.
The split itself is survivable. The uncomfortable finding sits behind it: only the first group achieves competitive differentiation. The middle group works hard and stays even. The last group pays for licenses and stays behind.
Surface deployment is seductive because it looks like motion. Copilots rolled out, a chatbot on the site, an internal GPT nobody is quite responsible for. Headcount unchanged, processes unchanged, org chart unchanged. Which means the output of the AI flows into exactly the same bottlenecks as before, and the bottlenecks win.
What does the 34 percent group do differently? Deloitte's own findings sketch it. The top barrier across the survey is insufficient worker skills, and the leaders attack it directly: 53 percent run broad AI-fluency education, 48 percent structured upskilling, 36 percent hire for it. Leadership stays engaged in governance instead of delegating it to the technical team, because engaged oversight measurably produces more value than delegation. And they redesign the role, not just the task, so the human and the system have a defined division of labor.
Notice what that list is made of. Training, oversight, defined responsibilities, redesigned process. Organizational work. The models are the same ones everybody else can buy.
There is an EU-specific reason to care which level you are on. The AI Act assumes the deep-transformation posture: it expects staff who understand the systems they use, documented oversight, and clarity about who answers for what. An organization at surface level does not just miss the upside. It walks toward 2 December 2027 with obligations it has no structure to meet.
Level is a choice. It is mostly a paperwork-and-people choice, which is good news, because those are cheaper than they look and they compound.
